A panel of four leading experts will be partnering with the Center for Optimal Integration to complete the last webinar of this three part series on the changing healthcare landscape. This webinar will focus on quality measures and the way that integrative health and medicine is concordant and/or discordant with existing measures used by such agencies as the National Committee for Quality Assistance (NCQA) and in Patient-Centered Medical Homes (PCMHs) and Accountable Care Organizations (ACOs). Specifically, this webinar will conceptually explore how existing quality measures pertain to integrative health & medicine and how they are currently being utilized in primary care settings. Some, for instance, are drug specific rather than outcome focused. The webinar will conclude with a discussion on what quality measures might be more useful in capturing the quality and value of the integrative professions.

Participants will be able to:
  • Understand the basic concepts and terminology related to quality improvement
  • Identify the ways in which the values of integrative health and medicine are aligned and misaligned with existing quality measures
  • List new strategies, methods and ideas to demonstrate and/or measure quality for the integrative health and medicine professions

Regina Dehen, ND, LAc is the Chief Medical Officer (CMO) at National College of Natural Medicine. Dr. Dehen oversees the clinical curriculum and is responsible for developing clinical policy and procedural manuals with input from clinical faculty. As a clinician, researcher, and medical educator with 17 years of experience, she has worked to enhance research education and literacy for practitioners of complementary and alternative medicine to improve clinical outcomes. Her focus on researching the effectiveness of acupuncture and Oriental medicine and on developing an integrative care model led her to pursue a Master's in Clinical Research at OCOM, where she participated in the Patient-Centered Comparative Effectiveness Research Intensive. She received a BA in Biology from Reed College, an ND in naturopathic medicine from National College of Natural Medicine, and a Master of Acupuncture and Oriental Medicine from OCOM.

David Fogel, MD is the co-founder of a unique integrative center: the Casey Health Institute, a public, non-profit, integrative primary care site in Gaithersburg, Maryland that is working actively to bridge the worlds of "integrative" and "ACO" and "PCMH". He is board certified in Internal Medicine with additional specialty training in mind/body-focused individual and group psychotherapy. As an Internist he served in the National Health Service Corps and on the staff of the Johns Hopkins University School of Medicine, providing primary care to medically underserved inner city Baltimore residents. He has held positions as Medical Director of Employee Health at NASA Headquarters and as Medical Director of Integrative Medicine Associates in Washington, DC. Dr. Fogel holds a B.A. from Hampshire College and is a graduate of The George Washington University School of Medicine. He completed his medical residency at the Washington Hospital Center.

Molly Punzo, MD is an integrative medical doctor (Internal Medicine and Homeopathy) and is certified by the Institute for Health Improvement as an Improvement Advisor. She has served as Chief Quality and Patient Safety Officer and is currently Medical Director and Physician Advisor for Case Management and Care Coordination for Maine Medical Center. She does consulting work for numerous hospitals and healthcare organizations throughout the US. Molly is a point person for the PIHTA advisory team.

Jim Whedon DC, MS - National award-winning, NIH-funded clinical and health services investigator with interests in integrative health services, health policy, trauma, and Medicare. IRB and editorial board member. Licensed chiropractic physician with over 25 years of clinical experience. Jim is currently the Director of Health Services Research at Southern California University of Health Sciences. Dr. Whedon's long-term research goals are to improve access to health services that people need and want (particularly for vulnerable populations), and to improve healthcare quality through systematic care of acute problems and conservative upstream care of chronic problems. He is a member of the Advisory Team, Project for Integrative Health and the Triple Aim, and of the Research Working Group, Academic Consortium for Complementary and Alternative Health Care (ACCAHC).

Biography - Karen Milgate

Karen Milgate is a seasoned health care policy executive with a deep knowledge of Medicare and Medicaid policies, programs, operations, and data. For the last two years she has provided strategic direction as an independent consultant to numerous provider, payer and data analytics organizations on the current and future health care market. She is also a frequent speaker on the interaction between the Affordable Care Act and the integrative healthcare field. Prior to her consulting experience, she was the deputy director of the Center for Strategic Planning within the Centers for Medicare and Medicaid Services (CMS), the agency that runs federal programs with over 100 million beneficiaries. She directed agency analysis and strategic planning efforts to improve these programs.

In both Republican and Democratic administrations, Ms. Milgate led strategic planning efforts, helped build analytical tools, coordinated inter-agency initiatives, directed and wrote numerous analyses, and helped build the data infrastructure to help CMS manage and direct the future of its programs.

Milgate's specialties include a deep understanding of the quality, utilization and reimbursement patterns in the Medicare program and of Medicare and Medicaid data sources. Ms. Milgate was a key player in 2010 health reform legislation and has provided policymakers with counsel regarding ACOs, medical homes, Innovation Center models, dual eligibles, quality and efficiency measurement, and electronic health records, among others.

Ms. Milgate is the former research director for the Medicare Payment Advisory Commission and Senior Associate Director for Policy Development for the American Hospital Association. She has bachelor's degrees in economics and international studies from American University and a master's degree in public policy from the University of Maryland.
